On September 20, Governor Gavin Newsom signed AB 49 and SB 98 into law, strengthening protections for students and families in schools, colleges, and universities. Both laws took effect immediately.
- AB 49: Protects student records and limits how schools respond to immigration enforcement requests. Schools must update policies, notify families of record requests, and train staff on new procedures by March 2026.
- SB 98: Expands “sensitive location” protections, preventing immigration enforcement on school and campus grounds without judicial authorization. Schools must also include new notification protocols in their safety plans starting in 2026.
